OK. Heres the scoop...
This Skype hacking virus... "a photo" or .jpg file sent to you via Skype (so it "appears to be" (usually) ... is the exact same one as a few months ago.... it is just still going around.
I have a Skype room to support people and inform people about it.
You CAN get your account back... and your PayPal money back... read my post and also be sure to read the many informative comments.

This has been going arond even before it hit our group a few months ago...... I saw one mention of it back in Jan of this yr - 2009.
Not accepting files... even from friends, is a temporary fix... but this could go on for years... so its best to get informed.
If some one sends you a file... with no explanation:
1) Ask them what the file is.
2) If they say "a photo" or "my photo" and then stop responding... then suspect the account has been hacked.
3) Inform your contact ASAP if at all possible.... and start blogging, Skyping, Twittering... etc etc, etc, about it. Get another Skype account to start telling yout closest Skype friends !!!
4) Tell Skype!
5) Tell me! Skype:juliewolf?userinfo ... and I will update you on what to do, send you to my blog post about it... and invite you to my Skype room to support you and others to get informed, and those hacked Skype accounts back and even PayPal money back!
Interestingly...
I actually spoke to the hacker... when I was contacted by someone who was hacked... and got a 2nd Skype account to communicate with me.
I went to the original hacked account (of my contact freind) and texted with the hacker. I even asked if I could call.
Not helpful.... he lied when I asked him his contact info and country....interesting. Any suggestions on what I can do if I get the chance again? Let me know...
Help let the people who are effected know ASAP!
When I find out some ones Skype account is hacked... I know many now... I go to their profile and see if they have a phone number and I call them ... or I can also go to a website of theirs and contact them.... make sure they know!!! Then thy can let others know.
These days... there are so many alternative ways to communicate ... if your cant use Skype... use Twitte, blogr or other gathering places to let your online contacts know not to accept files from the hacked accounts!
A List is an Asset! Back it up!
Anoether good idea is to back up alllllll of your Skype contacts regularly... This is easy using Message MAgic! (Dont have it yet? Get the free version - Im glad to help you with that - just ask me.)
Should anything happen, you should have a file saved with all your contacts. This is your list... and it is an asset. Secure your assets! Backup often!!!
Remember, these people, our Skype friends and contacts... are not sending the infected virus files. Thier Skype accounts have been hacked by some one else.
